She performs transit, freight and multi-modal transportation studies for the Metropolitan Washington and Baltimore Region. She has provided coordination and design for detailed wayfinding signage for bicycling networks and economic tourism. Ms. Yanovitz brings over 20 years of knowledge of transportation process and products and can strategically lead outreach through facilitation and coordination activities for local and state agencies.
Baltimore Metropolitan Council (BMC) (March 2009 – Sept. 2010)
Manager of Bicycle, Pedestrian, and Safety Programs. Hosted the 12th Annual Bike to Work Day for regional council rideshare partners in the City of Annapolis, Anne Arundel County, Baltimore City, Baltimore County, Carroll, Harford, and Howard Counties for 1,000 pre-registered bicyclists. Launched Street Smart Pedestrian Safety Campaign in the Baltimore region in Fall 2009. Developed and distributed a Bicycle Commuter Resource Guide for Employees and Employers in the Baltimore region. Write and distribute a Bicycle and Pedestrian quarterly newsletter through Constant Contact.
Maryland State Highway Administration’s (MDSHA) Statewide Bicycle & Pedestrian Coordinator (Consultant Contractor, Vanasse Hangen Brustin, Inc.) (2007-2009)
As an on-site consultant Ms. Yanovitz served as Statewide Bicycle and Pedestrian Coordinator. Ms. Yanovitz’s duties included all project plan review to insure inclusion of bicycle and pedestrian access where feasible. Ms. Yanovitz oversaw the management and expenditures of the Bicycle Retrofit Fund 88 ($1 million dollars statewide annually). The Statewide Bicycle and Pedestrian Coordinator worked towards achieving and measuring key performance measures to obtain an annual 2% increase in bicycling and walking throughout the state by working with local governments and community partners in the Office of Highway Design, Transportation Enhancement Program, Scenic Byways, Sidewalk Retrofit, and Safe Routes to School programs. She assisted in developing an online desktop tool to measure the Bicycle Level of Comfort (BLOC) on all State Roads in Maryland as well as a GIS driven inventory of multi-modal features for digital mapping of 23 Counties and 30 maintenance shops for distribution and website updates.
Maryland State Highway Administration’s (MDSHA) Strategic Highway Safety Plan (SHSP) (Consultant Contractor, Vanasse Hangen Brustlin, Inc.) (2007-2009)
During Ms. Yanovitz’s on-site consulting she participated in the November 30, 2007 Safety Summit. Over 400 safety stakeholders attended the Maryland Traffic Safety Leadership Summit held at the Maritime Institute of Technology in Lithicum, MD. The Summit built on to the Strategic Highway Safety Plan (SHSP) Summit held in July 2006 where safety stakeholders provided input into the content of the SHSP. MDSHA selected Ms. Yanovitz to represent MDSHA as the Washington Region Team Leader. The Washington Region (comprised of 60 Montgomery, Prince George’s, and Frederick County’s local and state representatives in Educational, Enforcement, Emergency Medical Services and Engineering disciplines) were directed to review data charts showing the breakdown of fatalities and injuries in each of the 14 state SHSP emphasis areas. Four emphasis areas (Curb Speed and Aggressive Driving; Develop Safe Young Drivers; Make Walking and Crossing Streets Safer; Improve Safety at Intersections) were identified. Ms. Yanovitz’s was responsible for identifying state and local concerns to better implement sharing of pertinent information such as traffic volumes and crash information to develop crash rates for local roads (county and municipal). In addition, Ms. Yanovitz assisted in coordinating the Metropolitan Washington Council of Governments (MWCOG) efforts so a possible greater role in assisting with implementation of the Washington, DC Region SHSP plan can be achieved.
Montgomery County MD RideOn Bus Stop Enhancement Program, Transit Services Division (Consultant Contractor, Vanasse Hangen Brustlin, Inc.) (2007-2009)
Ms. Yanovitz worked collaboratively with a team of Montgomery County staff enhancing bus stop access and amenities at existing and proposed bus stop locations throughout the counties state and local roadway system. Projects are design-build to accommodate ADA and coordination to adjacent crossings, controls, and intersections. Projects are field viewed for accessibility, safety, sight distance, lighting, shade, shelter, and waiting area, drainage, existing routing and proposed use. Work was performed on-site to access Montgomery County’s Graphic Information System (GIS) and bus stop inventory so as to provide guidance and typical details to field crews performing the work. The work involves best practice, field views, and follow-up when required.
Regional Planner for Montgomery and Frederick Counties, MDSHA Headquarters, Office of Planning and Preliminary Engineering’s Regional and Intermodal Planning Division (RIPD) – Baltimore, MD (Consultant Contractor, Vanasse Hangen Brustlin, Inc.) (2007-2009)
As on-site Regional Planner, duties include participation in teams coordinating with county and municipal governments and Metropolitan Planning Organizations (MPO) such as the National Capital Region Transportation Planning Board to develop SHA’s portion of the annual Consolidated Transportation Program (CTP), Statewide Transportation Improvement Program (STIP), and metropolitan area Transportation Improvement Program (TIP). Other job responsibilities include coordinating planning efforts with the Federal Highway Administration (FHWA), Interstate Access Point Approval (IAPA), Purpose and Need (P&N) Documentation, and SHA’s Offices of Planning and Preliminary Engineering (OPPE) and Engineering Access Permits Division (EAPD).

Developed a District Pedestrian Safety Coordinator position and program to manage and involve coordination with Engineering Systems Team Sidewalk Retrofit Program and Safety and Resurfacing projects, the Maryland Highway Safety Office pedestrian and school task forces, police enforcement, Montgomery County Public Schools, Montgomery County RideOn and WMATA’s MetroBus, lighting, accessibility, and public outreach (media, cable, and radio, multi-lingual efforts). Additional work responsibilities included preparation of work orders to enhance signing and pavement markings, and analysis of operations in order to prepare design requests for the installation of countdown pedestrian signals (CPS) and accessible pedestrian signals (APS), signal modifications and complete reconstruction. Prepared written citizen responses and conducted meetings with citizens regularly to promote engineering, education and enforcement activities in order to enhance traffic and pedestrian safety operations. Reviewed new development plans and traffic impact studies and coordinated proposed improvements for access permits and maintenance of traffic. Reviewed fatal accidents. Developed an array of traffic and pedestrian safety enhancements in the Takoma/Langley Park Crossroads including a proposal for fencing, the development of a transit center and a day laborer site with current participation on the following committees: Crossroads Development Authority Pedestrian Safety Committee, and Governor’s Crossroads Commission Chair of Transportation and Pedestrian Safety Subcommittee. Assignments were to oversee traffic operations along MD 355 at Bethesda Navy Medical Center and the National Institute of Health when the Walter Reed Hospital relocations (BRAC), as well as reviewing the expansion of the Census Bureau in Suitland, MD.

Conducted and performed origin-destination studies and identified truck routes to landfills, organized and performed traffic counts and Traffic Impact Studies for a variety of land uses.
